Idk, if it's her tights, then why are they ripped in the same exact pattern on both sides; too symetrical, looks like wings from a maxi pad to me. Either way, you'd think she would feel that on her thighs.

...and, as for *why* they would rip at the crotch, all I can say is, the person asking that must never have had the misfortune of wearing pantyhose. On pantyhose that don't have a cotton gusset, it's pretty easy to accidentally rip out the crotch, even just putting the damn things on, and especially when moving around. Like, say, bending waaay over for a photo. This is especially true of pantyhose that are as thin and sheer as the ones she's wearing.
